Rahul Gandhi's claim that welfare will now go by voter ID, not Aadhaar, is misleading
Union Minister Lalan Singh did say at an October 30 workshop that payments would move to voter ID and biometrics. But no order, notification or list of schemes exists, and Aadhaar remains the legal basis for benefits.
The claim
A minister has announced that the benefits of government schemes "will now be determined not by Aadhar, but by Voter ID"; today it is Panchayati Raj schemes, tomorrow it could be rations, pensions and MGNREGA.
Claim by: Rahul Gandhi, Congress leader and Leader of the Opposition in the Lok Sabha

What we found
The claim is misleading. A Union minister did say what Rahul Gandhi says he said. On October 30, 2026, Panchayati Raj Minister Lalan Singh (Rajiv Ranjan Singh) told a national workshop of his ministry in New Delhi that the Aadhaar card would no longer be the basis for payments and that beneficiaries would be paid using their biometrics and their voter ID (EPIC) number.
But Gandhi’s post, on November 6, presents that remark as a decision already taken: benefits “will now be determined not by Aadhar, but by Voter ID”. There is no order, notification or circular behind it, no scheme has been named and no date has been set. The law that governs welfare payments still makes Aadhaar their basis.

The evidence
What the minister said
Speaking at the National Workshop on the People’s Plan Campaign 2026-27, Singh said that “the Aadhaar card will no longer serve as the basis for making payments to beneficiaries” and that “payments to beneficiaries will be processed using their biometrics and their voter ID (EPIC) number”. He argued that Aadhaar was too easy to get: “An Aadhaar card can be issued to anyone in just five minutes.” He did not say which schemes would change or when.
The ministry’s own account says nothing about it
The government’s preview of the workshop described a meeting of about 400 officials from the states on village development plans, Finance Commission grants and own revenue for panchayats. The account of the day built on the ministry’s statements covered the release of a campaign booklet, an agreement on electric vehicle charging points on panchayat land and the new Pradhan Mantri Viksit Gram Swaraj Yojana. Neither mentions Aadhaar, voter ID or biometrics, and no separate release on a change in payments has been issued.
His ministry pays no one directly
The Ministry of Panchayati Raj has no scheme that credits money straight into the bank accounts of individual beneficiaries. Its funds go to panchayats. The direct-payment schemes that use Aadhaar, such as PM-Kisan, rural housing under PMAY-G and the National Social Assistance Programme pensions, are run by other ministries, and none of them has announced a change. Some schemes of the Fisheries, Animal Husbandry and Dairying ministry, which Singh also heads, require Aadhaar for payments, and no change to them has been announced.
The law still runs on Aadhaar
Section 7 of the Aadhaar Act, 2016 lets the Centre and the states require a person to authenticate with Aadhaar, or show an Aadhaar number, to receive a subsidy, benefit or service. The Unique Identification Authority of India told every ministry and state in a memorandum of August 11, 2022, that the section “provides the backbone for delivery of benefits, services and subsidies based on Aadhaar number”. A person without Aadhaar can be paid on other identity proof only while their enrolment is pending. Schemes ask for Aadhaar through their own notifications under this section, and none has been withdrawn or replaced.
How a workshop remark became a national charge
- Oct 30, 2026Lalan Singh tells a Panchayati Raj workshop in New Delhi that payments will move to voter ID and biometrics
- Oct 31, 2026Accounts of the workshop based on ministry statements make no mention of Aadhaar or voter ID
- Nov 4-5, 2026The remark is reported; CPI(M) criticises it, and no ministry issues an order or clarification
- Nov 6, 2026Rahul Gandhi posts that scheme benefits will now go by voter ID, not Aadhaar
Why this claim spread
The remark landed in the middle of the fight over the Special Intensive Revision of electoral rolls. The CPI(M) said on November 5 that more than 13.4 crore voters had been left out in the revision and that tying welfare to the voter card would shut out the poorest. Gandhi took the same line a day later, warning “Today, Panchayati Raj schemes. Tomorrow, rations?” and calling it “not just vote theft” but “rights theft”.
That fear explains why the post travelled fast. It does not change what is on the record: a minister’s stated intention, with no rule yet written to carry it out. If the government does notify a switch for any scheme, this rating will be revisited.
